| Bulgaria is a stable Parliamentary Republic. The constitution was ratified by the Grand National Assembly in 1991 and provides the legislative basis of the country.
This assembly is a one-chamber parliament with 240 members who stand for election every 4 years. It is a permanent body, directed by a board of Chairmen.
The President is the head of state and represents the country abroad. The executive is made up of a Council of Ministers – they direct domestic and foreign policy, manage the budget, administer state property and ratify international treaties.
Thanks to this well managed democratic system there has been a smooth transfer of power from the former communist regime and Bulgaria has emerged with strong institutions and a broad consensus amongst all political parties. This has promoted the emergence of a health market economy and a good record of human rights.
